Lara, May 24, 2023 (Mincomunas Press) – This Wednesday, the People’s Minister for Communes and Social Movements, Jorge Arreaza, led a working day in the Hilario Luna y Luna parish, Moran municipality of Lara state, which included the installation of the Communal Government Cabinet, the balance of the Communal Economic Coffee Circuit one year after its creation, and the formal delivery of production means.
In an assembly with spokespersons of the eight coffee growing Communes within the Circuit, Minister Arreaza explained that the four levels of a single government (national, state, municipal, and communal) converge in the above-mentioned cabinet and that it is essential that the institutions understand that the people are the government; “it is in the dialogue between the four levels of government that we can generate solutions.”
He indicated that during the activity, the purpose of the work tables exercise was to empty the 1×10 of Good Government, to build the Map of Solutions, with its potentialities, its critical knots, and its proposed solutions, and the Concrete Action Agenda (ACA) with the institutions. In this sense, they presented the needs for roads, fuel, health, education, and electric energy.
Commander ” Chavez said that the Commune is the territory where we will give birth to Socialism; therefore, Socialism cannot be built where there are no Communes or where the Communal Councils are not updated. This is the path that Chavez laid out for us,” oriented the representative of the National Government.
Likewise, he affirmed that although we overcame the worst of the war, the 930 sanctions imposed against the people are still intact. “They want to prevent us from developing the necessary society. We have to take care of what we are building. This is not just another dynamic, but the only way to build a different society for the future of humanity.”
Simon Zerpa, president of Banco Bicentenario del Pueblo, stated that the experience with the coffee circuit has been very successful and expressed his gratitude because they paid 100 thousand dollars of the 150 thousand dollars financed a year ago, for which he announced that “the Bank will give you a line of credit up to 200 thousand dollars so that you can tell us what you will invest it in”.
The Governor of the entity, Adolfo Pereira, specified that in the state there are 291 Communes and 3,632 Communal Councils, of which 545 correspond to the municipality of Moran. He guaranteed for this week the supply of medical supplies for the ambulatory and that it will be intervened and remodeled through the Military Communal Brigades (Bricomiles).
The Mayor of the municipality of Moran, Felix Linares, explained the efforts made in health in the territory of the coffee circuit, with the rehabilitation of the ambulance, while out of 39 Communes, 34 are registered in the corresponding municipal directorate; five remain. He also agreed that the resources for roads that are approved, through the State Council and Coordination of Public Policies “will be contracted with the social road company of the parish of Hilario Luna y Luna”.
Balance of the first year
In the first year balance of the Communal Economic Coffee Circuit, the spokesperson Mairelys Escalona pointed out that it is formed by eight Communes: six of the parish Hilario Luna y Luna, and two of the parish Guarico, which are created by 127 Communal Councils and 210 families are linked. 98 assemblies, there are 32 spokespersons in the Planning Board. It links to the municipal company Café Cardenal for the roasting of the coffee produced, and it has the support of the Ministry for the Communes.
He emphasized that the current production of the circuit is 6 thousand kilos of ground coffee packed per month, equivalent to 2 thousand quintals per year. As the most critical node, he mentioned commercialization. He also mentioned in the balance sheet the start-up of the Agroecological School and 37 uploaded projects to the Federal Council of Government system, including some related to roads and electrification.
Regarding this last service, the spokesman Javier Ramos extended an invitation to the municipal, state, and National authorities “to join us and develop the electrification plan that has the communal coffee circuit, which was carried out through work tables in each one of the Communal Councils, in Assemblies of Citizens, in the Communal Parliaments, in the planning tables.” He specified the contributions required to materialize the plan according to the competencies of each level of government.
Rufino Mendoza, from the Comuna Venceremos Siempre and representative of the company of direct communal social property of roads, affirmed that this is already a registered achievement and that they have a work plan, which includes costs and projects, such as the repair of all the agricultural roads of the eight Communes.
“This year, we have rehabilitated about 60 kilometers of roads”, he added.
