Caracas, May 23, 2023 (Fundacomunal Press) – On Monday, the president of the Foundation for the Development and Promotion of Communal Power (Fundacomunal), Eulalia Tabares Roldán, provided details in an interview with the newspaper Ultimas Noticias about the National Congress of People’s Power Management of Direct Experiences, held on May 20, 2023, in Caracas.
The Congress was conceived as a meeting space for spokespersons of the Communal Councils and State institutions for the socialization and presentation of the projects of Direct Management Experiences of the Popular Power, approved by the Federal Council of Government, with the objective of generating a set of experiences that serve as a guideline in the development and strengthening of the communal management through the Integration and Communication System (SINCO, for its acronym in Spanish).
In this sense, Tabares referred to SINCO as a popular government tool based on the successful experiences of management and self-management. He also highlighted the importance of making visible the work carried out by the Community Councils in the socioeconomic aspect since they have a high level of execution and vision of their projects in their localities.
At the same time, he added that the Federal Government Council today is a source of financing for governors’ and mayors’ offices and the Communal Councils. “It has been an accompaniment throughout the years, and there is a technological tool, SINCO, that we have been working on from the Ministry of People’s Power for Communes and Social Movements to integrate statistical and management data of the Communal Councils; it has lasted throughout nine years.”
All Communal Councils can connect to SINCO and establish a work route that enables them to develop socio-productive projects, electrification, and services according to the needs identified through their Concrete Action Agenda.
He also pointed out they’re working for this Congress, with 658 Communal Councils at a national level, which will present their projects in addition to the social mapping.
He also explained that the thing about the Congress is the fact it provides the organized communities with a space to present their experiences to link up with the territorial universities, and how all this experience accumulated through the universities has a social relevance and territorial relevance.
In addition, he detailed that through SINCO, the new registry of Communal Councils is currently happening. “To date, we have renewed 70% of the spokespersons at the national level”, she said.
Finally, the president of Fundacomunal stated that it is relevant to highlight and make visible the participation of the organized people who execute, delegate and assume the transformation of the territory in an honest, transparent, joyful, and meaningful way within their territory and community. The management’s efficiency links to the People’s Power.
