El Panal 2021 Commune shows potential strengths to the Vietnamese delegation

Caracas, July 20, 2023 (Mincomunas Press) – A delegation of the Communist Party of Vietnam (PCV), who arrived in the country to strengthen and expand cooperation and friendship ties between these nations, learned about the experiences of the living voice of the communards of the Socialist Commune El Panal 2021, in the populous 23 de Enero parish in Caracas, to vindicate the role of the Popular Power in the productive apparatus of the country despite the sanctions and the imperial blockade.

To make known the communal customs, Yudith Guerra, spokeswoman of the Caracas Commune, reflected on the urban metamorphosis that the Commune has undergone in its history. “We in the Fourth Republic did not have public services, and when Commander Chavez arrived, we were made visible as people, and we formed as a Communal Council to improve our quality of life in the short, medium, and long term through self-management where we changed shacks for decent houses, we replaced drinking water and sewage pipes, roads, all this accompanied by study, health, and food because only the organized Popular Power is capable of transforming its reality and life.”

For his part, community spokesman Ivan Tamariz referred to the educational project carried out by the Commune. “This educational, formative, and political instance that is one-year-old sows an education in class consciousness to be part of the industrialization of the neighborhoods thanks to the Rivas and Sucre Social Missions, to take out high school and careers such as education, computer science and agro-ecology with the sense of developing their potentialities.”

Carmen Reyes delved into the communal theme, emphasizing their organization in their territory. “The creation of the Law of Communal Councils has legally supported us to exercise the projects in our communities and to manage the resources thanks to the conglomerate of people and People’s Power structures.”

In response, the Minister of People’s Power for Communes and Social Movements, Jorge Arreaza, thanked the PCV’s mobilization delegation and explained the role of the People’s Power in the productive apparatus development. “We wanted them to know the experiences within the Commune, not from an institutional space. In Venezuela, there are approximately 49,000 Communal Councils and 3,600 Communes; and President Maduro takes up again with great strength the popular organization to return the power to the people, where the 22,000 spokespersons of Communal Councils have renewed.”

Regarding the economic issue, he explained to the international guests the creation of the Communal Economic Circuits, “in which the organized people are the owners, from the land to the processed product for its commercialization with production dynamics that gives power to the people and also coexist with the public and private sector, with the vision of organizing the entire communal sector to be the best means of production of the country.”

Minister Arreaza highlighted the interest of the communal farmers in going to Vietnam to learn about the planting process in the Asian country. “The communal people will always move in favor of the Revolution.”

The people by the people, and for the people to become a power country with strategic alliances of its economic consolidation.”
