“The organized community feels represented in the new Organic Law of the Communal Councils”

Caracas, June 29, 2023. Press Mincomunas – According to the Vice Minister for Communal and Social Organization and Participation, Cesar Carrero, the Organic Law of Communal Councils reflects the current historical moment and became the People’s Power’s tool to adapt to the new realities.

“This law complied with President Nicolas Maduro’s request to make a deeper revision of the communal work laws. After this law’s enactment, we talked with communal men and women, with community spokespersons, and they told us that this regulation effectively gathers the conversations and proposals made throughout the Reform of the Organic Law of the Communal Councils. They feel represented, listened to, but, above all, made visible as representatives and spokespersons of the government in the territories. More than 3600 communes of Venezuela participated in this process of debate, revision, consultation, and modification of the law,” he expressed.

During his participation in the radio program “En clave communal,” broadcasted by Radio Nacional de Venezuela, Carrero stated that the new law has important modifications in conceptual, technical, and operative aspects of communal work that enable to promote the construction of a new civilizational model that reproduces life.

“With the Reform of the Organic Law of the Communal Councils, some processes that improve the interlocution dynamics and the exchange between the People’s Power and the institutionality simplified: the validity period of the spokespersons of the Communal Councils increased to three years. The Community Coordination Collective name turned into Collective of Communal Government as a first step of the government’s recognition in the territory,” he indicated.

Likewise, the Vice Minister commented that, with the new Communal Councils Organic Law, the commitment of the community fabric to the reproduction of life gets promoted since the working committees expanded to include the care of life and the conservation of Mother Earth, eco-socialism, and risk management.

“The law clarifies the link and commitment that each community spokesperson when applying, must have to advance in their work to consolidate the Homeland Plan, especially the Fifth Historical Objective that speaks to us of saving life on the planet currently threatened by this capitalist system,” asserted Carrero.
