Caracas, June 28, 2023 (Press Mincomunas) – This Wednesday, from the Mesuca Sports Center, in the Dario Vivas Commune of Petare parish, the People’s Power Minister for Communes and Social Movements, Jorge Arreaza, asserted that the Communal Councils Organic Law reform didn’t start in the National Assembly office, nor the Government Palace, but “was made by the People’s Power spokespersons in the court, the community, the assembly of citizens.”
During a forum on the reform of the Communes Organic Law, the Minister assured that this legal instrument, enacted last Monday by President Nicolas Maduro Moros, enables the People’s Power to participate in the construction of the State’s public policies. “The power resides in the people, and the rulers are there to serve the people; the leaderships, the Communal Councils’ spokespersons must renew every three years, and for this purpose, they decided that the registration will be digital, which will facilitate the process,” he indicated.
He reiterated that the Communal Councils are the government in the territory. It must govern at the national, state, and municipal government levels to timely answer the community’s needs. He also detailed that now the Law not only states how to summon the citizens’ assemblies. It also establishes that the Electoral Commission will have a three-year term.
Arreaza explained that creating the new Committees will depend on the territory’s needs. “We have added the Youth, Recreation, and Sports Committee; the Promotion, Humanized Childbirth, and Childbirth Committee; Breastfeeding and Loving Upbringing; the Tourism Committee; Transportation; Science and Technology; Ecosocialism; Communal Justice and Peace; Risk Management; and Communal Planning and Indicators and Follow-up System; among others.”
True democracy is communal democracy
For his part, the President of the National Assembly, Jorge Rodriguez, emphasized that they will continue working on all People’s Power laws reform because Venezuela is living in a democratic process where the people are the only protagonists in the construction of socialism.
“True democracy is not the one exercised in the National Parliament, nor the municipal councils, nor the mayors’ offices, nor the governors’ offices (…), true democracy is communal democracy, it is the government of the Communal Councils and of the Communes”, he specified.
He mentioned that, for the first time, the Law established Communal Councils as a form of communal Government.
Likewise, Hector Rodriguez, Governor of Miranda State, added that this meeting gathers the Communal Councils of Miranda State, Caracas, and La Guaira and seeks to continue deepening Commander Chavez’s project of the country to strengthen participative and protagonist democracy.
“Communal work enables the strengthening of democracy because the daily life, the execution of the policy, is consulted, executed, and controlled by all citizens.”
People’s Power expresses their feelings
Daisy Mendez, a spokeswoman of the Commune Block of La Guaira, thanked the support given by the National Assembly to achieve the reform of the Law. “In each debate throughout the nation’s territory, the assembly power transformed the territorial reality by obeying the people’s proposals. It is a great change, a great achievement.”
Alexander Sanchez, a spokesman of the Block of Communes of Caracas, added that this historic process demonstrates that the new State model puts the people first.
Finally, community leader Rosedith Vizcaino, from the Block of Communes of Miranda, expressed her pride because “the reformed Law foundation goes according to the feeling of each one of those who live in the neighborhood, in the community” and urged the People’s Power to advance and strengthen the popular consultations.
