Caracas, June 28, 2023 (Mincomunas Press) – The TV show “Café en la mañana,” broadcasted by Venezolana de Television, had the Vice Minister for Communal and Social Organization and Participation, Cesar Carrero, as a guest this Wednesday due to the recent enactment of the Communal Councils Law by the National Assembly.
The ministerial authority highlighted that the Law’s reform started at the request of President Nicolas Maduro, on October 20 of last year, on the tenth anniversary of the Coup de Timon. The reform process included more than 2 thousand assemblies held throughout the country with the People’s Power to discuss the 56 articles in the Law. In those meetings, they reviewed several important aspects for its modification and recognition of the People’s Power as local government in the territory.
“One of the requests of the organized people was to simplify the automatization of the Communal Councils’ registration process. It goes from manual to digital form with a lapse of 10 working days for responding to the request, and thanks to this, we have 49,183 Communal Councils in force in the country, 36 thousand with their spokespersons renewed”, said the Vice Minister.
Regarding the People’s Power, Cesar Carrero stated that “2.6 million people voted to elect their spokespersons, and elected 900 thousand spokespersons for the different Working Committees (…), and there is also a proposal to expand these Committees from 14 to 26 to adapt them to the local reality”.
Finally, the Vice Minister reflected that in terms of comptrollership, “the People’s Power must render accounts every six months and as a result, thanks to the articulated work with the Federal Council of Government, the People’s Power has demonstrated its efficiency in rendering accounts in comparison to other instances such as mayors’ and governors’ offices. That is why 3 thousand 233 projects are registered. Most related to electricity, roads, water services, and socio-productive projects, of which 584 approved.”
The voice of the organized people
In the same communication space, the spokesman Jesus Garcia, from the Commune Altos de Lidice, which has eight Communal Councils, presented his experience regarding the seven strategic lines of action of the Communal Councils.
“This Law is related to daily life, and the seven lines are in line with what happens in the territory, besides promoting new methods of the productive economy, since we have four Social Property Companies that fight this imperial blockade using new methods of a productive economy,” said the community member.
The participatory and protagonist democracy has been key in the renewal of spokespersons and projects, among which health stands out, said Garcia. “The citizens’ assembly has allowed more efficient management with the different levels of government (…), and with the “Hecho en Comuna” brand, we have participated in different events promoted by the Ministry of Communes. We have also been able to sell our coffee, and today, we want to strengthen everything related to recycling”, he added.
