Caracas, June 14, 2023 (Press Mincomunas) – The communal social property companies, whether direct or indirect, are socio-productive units intended to benefit not only the producers who are part of them but also the integral development of the country.
According to the Organic Law of the Communal Economic System, People’s Power entities constitute direct communal social property companies in their territorial scopes. Public Power in the People’s Power entity constitutes indirect companies.
Respectively, the management and administration of these socio-productive units are exercised directly by the instance of the People’s Power that constitutes it and by the entity or organ of the Public Power that institutes it, without, according to the Law, “this does not prevent that, progressively, the management and administration of these companies be transferred to the instances of the People’s Power, thus constituting direct communal social property companies.”
This Wednesday, the Minister of Popular Power for Communes and Social Movements, Jorge Arreaza, stressed the collective character regarding the ownership of the companies created by the Communal Councils and Communes.
“Attention! Commander Chavez made it very clear. The Companies created by the People’s Power in their Communal Councils and Communes Are Communal Social OWNERSHIP Companies. They are not social PRODUCTION companies,” the Minister posted through his Twitter account @jaarreaza.
In the same message, Arreaza highlighted that these “can be Communal Direct Social Property Companies, run exclusively by the Communal Council of the Commune. Another modality is the Communal Indirect Social Property Company whose management includes a State institution as co-responsible for the productive process. Its objective is to consolidate the communal production and reinvestment process to, when the time comes, become a Direct Communal EPS”.
From the production in the communal social property enterprises, the Minister added, surpluses arise that must be reinvested in the productive process itself, in the life of the producers, and in the most felt needs of the Community determined in its Concrete Action Agenda.
“The Social Communal Property Companies (EPSC) do not generate PROFITS. They generate SURPLUS,” he emphasized.
