Bolivar, May 27, 2023 (Press Mincomunas). – From the Universidad Experimental de Guayana (UNEG) Menca de Leoni, Upata, in Piar municipality, more than 120 spokespersons of the People’s Power of Piar and Cedeño municipalities gathered on Friday for the installation of the National Congress of People’s Power Direct Management Experiences, Bolivar chapter, to participate and exchange the knowledge acquired in the projects executed and financed through the 2022 Investment Plan of the Integration and Communication System (SINCO), of the Federal Council of Government (CFG).
In his speech, the Minister of Communal Economy, Hernan Vargas, expressed: “The People’s Power is the best ally of the Bolivarian Revolution to face the economic war where the nation immersed.”
Professor Awad Yslenys, Vice Rector of UPT Bolivar, in her presentation on the fundamental role of the University in the framework of participatory and protagonist democracy, stated that the training programs for the Popular Power will be based on the productive potentialities of the territory to promote local development through communal management because the idea is to open up new lines of research.”
The director of Communes and Social Movements of Bolivar State, Jose Ortiz, emphasized that “the real exercise of sovereignty, of radical and territorial democracy is developed within the organized communities when they elect the spokesmen and spokeswomen of the Communal Councils.”
The fundamental objective of this congress, besides systematizing experiences, is to develop the scientific character of communal management.
Work tables
Liduri Flores and Maria Gonzalez, spokespersons of the Coviaguard Communal Council of the Simón Bolívar Commune in Piar municipality, highlighted that in addition to executing the public lighting project for all the sectors of the community, they also carried out beautification, cleaning, pruning, weeding and painting of the streets, making efficient and effective use of the resources allocated.
Maria Bermudez and Carlos Hernandez, spokespersons, and community leaders, are responsible for the project’s defense on the execution and consolidation of the 2nd sewage network stage of the Ernesto Che Guevara community, Simon Bolivar Commune. They emphasized that the main threat to the project was represented by the high costs of machine-hours, requesting the support of the Mayor’s Office in this regard for the continuation and completion of this project.
The spokesperson Mery Garcia, of the Brisas del Sur Community Council, Simon Bolívar Commune, explained that the participation of the Ribas Mission’s School of the Builder was fundamental to training the Popular Power in the technical aspects of the executed work, as well as the importance of the participation and integration of the community in the execution of the project, especially of the youth.
Maiker Draegert, a spokesman of the 17 de Mayo Communal Council of the Cacique Yocoima Commune, emphasized that this congress has served to make visible the communal management and to demonstrate that through SINCO, they guarantee the financing and the effective follow-up and control of the projects.
The Mayor of Piar Municipality, Yulisbeth Garcia, as well as representatives of the Somos Venezuela Movement, the Vice-Presidency of Public Services, UNEG, Corpoelec, the Youth of the United Socialist Party of Venezuela, the Jvenes del Barrio Foundation and the Federal Council of Government were present at the event.
