Caracas, September 5, 2023 (Press Mincomunas) – This Tuesday, the People’s Power Minister for Communes and Social Movements, Jorge Arreaza, celebrated that they surpassed 26 thousand elections for the renewal of the spokespersons of the Communal Councils this weekend, in compliance with the goal that President Nicolas Maduro set a year ago.
“Last year, President Nicolas Maduro set the People’s Power the goal of achieving 22 thousand elections to update the spokespersons of their Communal Councils. Today, we surpassed 26 thousand elections. Last weekend, there were 876 elections in the country. Radical, participatory, and protagonist democracy!” he shared on his account @jaarreaza of the social network X.

During a meeting with sectoral vice presidents and the political bureau of the United Socialist Party of Venezuela (PSUV) on September 5, 2022, the national leader announced that 45% of the country’s Communal Councils would renew their leadership and urged to extend the call to all communities so that, in a democratic, direct and lively way, they could participate in the renewal of their communal leaders.
“More than 22 thousand Communal Councils are participating (…) that is the real, socialist and revolutionary democracy”, said the head of state on that occasion.
As a consequence of the impact of the unilateral coercive measures that US imperialism imposed against the Venezuelan people and the COVID-19 pandemic, many Communal Councils were in arrears with their spokespersons’ renewal. For this reason, the Ministry of Communes reinstated the assembly spirit and the updating of leadership through an arduous campaign of its authorities throughout the national geography.
In the spokespersons’ renewal process, the Electoral Commission establishes a chronogram, with dates for nominations, challenges, and elections, to decide the Work Units and Committees to be formed according to the realities of the territories of the Communal Councils.
Once the Communal Council is elected, with the accompaniment of the National Electoral Council (CNE), the Ministry of Communes and Fundacomunal, the Electoral Commission of the Communal Council must register before the Ministry the results to request the recognition and certificate of the minutes digitally.
Once these steps are complete, the elected spokespersons must build, in an Assembly of Citizens, the Map of Solutions and the Concrete Action Agenda (ACA) to prioritize the problems of the territory and establish the route of responsibilities to be assumed by the institutions and the communal organizations to solve them.
